Its simply logical as fuck. If people don't draw after 20, they don't need to draw before 20.
This rules is pure bullshit

We were 6 to draw and 1 guys fucked the mind of all players. It's like 10% kids decide for 90% of the population

Rules says "draw after 20 is optionnal".

Since he dropped before lvl 21 it means it can't be after lvl 20 since 21 is next number after 20.

So you deserve a bann and be removed from league.
