Why don't you make it like halo matchmaking is?
You could only pair with 1 other player and have the game autobalance before it starts?
THat should ensure for a fairly balanced game.

Do not teamkill (ex. blocking, maliciously using spells, destroying/hiding/stealing/massing items, selling towers, etc).

This is the rule Haz0 banned me for.
I denied 1 player 1 time in the entire game. It was only beneficial for the team and the player.
