Update votekick rules

Should be updated/added to vk rules that if someone is lagging it could be votekicked,
or it may lead to misleading as seen here

he states that if someone is lagging isn't vk abuse but i cant find any rule about this.

As it isnt ban-able, there's no need to mention it. We do not promote votekicking here as it is a powerful and at the same time risky tool for public players.

Considering you can boot players after 30 seconds anyway, votekick has not been categorized as abuse in this case (for staff members 40737).

tl;dr; If you cant find it on the wiki, it isnt ban-able. Use common sense though.
