Please implement a rejoin delay

I play dota late at night and games tend to fill real slow now. This guy "MaXXor" kept joining the lobby as the last slot and leaving at the end of the countdown. Over. And over. And over. Like 20 times. Intentionally.
It's basically a form of trolling/griefing. If someone joins a lobby as the last slot and then leaves on purpose, they should'nt be able to rejoin immediately after they leave. They should be blocked from doing so for at least 60 seconds. That gives a large window for someone else to join and prevents the troll from constantly blocking that window.
