Courier techies mines

I have heard that people are saying that using a courier on techies mines are now bannable.
I do not see anywhere in the rules that you can not do this.
Since when is countering a hero in dota a bannable offence.... That is kind of what dota is, is it not?

A reply to this would be fantastic as I do not want to break rules, but again I just hear pub kids saying that.

techies should be removed from dota, i still stick to this ! Because the hero itself isn't balanced in a way of others are
