Captains pick draft phase

Starting Season 2, only those who are chosen will be allowed to cap.
Note that captains will now be moved to a separate mumble channel during their players and heroes pick and draft phases.
No one is allowed to communicate in any way to their captains during the draft phases. Those who are caught will receive harsh penalties. Captains and their players will have a pause after picks to discuss options and strategies.
The purpose of this rule is to allow captains to fulfill their role.
