Who approves?

Just curious, who approves of these vouches?
Currently the only LIHL staffer is uakf.b. If people apply to be on LIHL Staff, they would be the people approving Vouches.
I'm assuming cyber will be on this staff, but he isn't currently.
I think the current Custom Moderators that are LTD admins are Healbycolor, ultimate_amaya, and supersexyy (not sure who else or if these are wrong) so they may apply to be LIHL admins, but again currently are not.
