oracle bug in LTD HellHalt

was playing as yellow yesterday and made oracles but the buff did not activate no matter how i built it, tried the normal 6 units around in 2 different ways and even just 4 units, 1 each side and no buff, dont know if it was just a glitch in my game or a bug overall but if its a bug overall then oracle is broken
