Any further thoughts: maybe he hacks, maybe he's just really lucky. But if there's a chance of him hacking I think it's worth the time of an admin to investigate.

I watched the replay out of curiosity. The arrow at 15 min does seem fishy. But at the same time there were some clues that allowed him to predict the Bara charge. He was probably looking at the teamfight at bottom that occurred during the 14th minute and saw that Bara disappeared and guess that Bara was charging top where he was. Then he probably calculated the angle and time it would take for Bara to arrive. Either a pro move or MH, since he had no vision of Bara.
I would give him the benefit of the doubt though. At 26:15, Bara is charging PotM but she doesn't move back at all. Also, it is clear from the replay that Legends is a very good player overall. His movements are efficient and his arrows are deadly accurate, something that cannot be achieved simply with MH.
At the very end of the game, Riki accuses PotM again of MH when it is clear that she had Sentry Wards and Huskar had Dust as well.
Overall, I don't think he deserves to be banned unless there is stronger evidence. I think Scourge is making a hasty conclusion.

!denied No suspicious fogclicks and also at many times he is near sa and displays no awareness. For example, at 13:40 he arrows jugg and starts attacking him - unaware that sa is very close. If he was MH this wouldn't happen.
There are many such instances if you guys look at his movement wrt to sa and bara.
