Any further thoughts:
wTc tried to instigate a !draw vote too, which wasn't agreed to. Game was clearly spoilt - they had an [AFK] for a period too, blocking voting. Game ruining, unfair play. He built random places and things despite advice and despite speaking English well.

Edit: I check rules for better defined report, game ruining and not using RS are atleast two rules broken here?
