After reviewing:

Refusing to defend:

[*]18.30 - scourge pushed mid, techies dind't even try to help defend (he was mining the river)
[*]25 minutes - Team asked techies to mine their woods instead - Techies kept mining river / enemy woods
[*]27 minutes - scourge pushing mid, sentinel defending except techies who was mining top river (next to rune) - also not a single mine on sentinel woods, or on lanes
[*]28 minutes - techies farming scourge woods, while scourge is pushing mid
[*]30 minutes - scourge pushing mid again, techies doens't defend

techies is kicked at 32 minutes

Votekicks:

Honestly the first votekick was too soon for scourge to judge (it occurs at 27 minutes, same time that they were pushing mid, and fighting sentinel - acceptable they dind't notice the situation)
2nd votekick occurs at 29 minutes, however only you and one ally voted in the votekick (you started it, and another ally voted)
3rd votekick passes

So i woulnd't ban anyone due to the votekicks, considering what happened

ury-cap-@useast.battle.net should be banned for refusal to play/help his team

agree with above review. Doesnt communicate, continues to mine woods while his mid is raxed, etc.
ury-cap- banned 3 days for game ruin/failure to cooperate with allies.
No bans for failure to votekick for reasons mentioned above.
