Well there's a few issues here. First off, you're reporting him because he didn't send on level 1. You didn't ask him to send and nor did you say that you were going to send so he did not break any rules. What you're reporting him for is not sending on 1 because sending hermit on 1 is the meta.

Secondly, you're reporting him for sending on level 10, which is the meta as well. So which is it? Do you want him to adhere to doing what he's supposed to do or not?

There are no rules broken here and I doubt very much you can force your teammate to do what you want since you were the only two players in one team and thus "not sending with team" is not an applicable rule in this instance as there is no majority or minority vote in a 2 player situation.

Fairly new player, brown_bear warning ban for not cooperating/communicating. You did up the king when it was time, but your teammate asked you to up the king and asked if you were going to save for a send.
