Any further thoughts: Literally just putting this here to show the rule change is silly, 10 minutes OR 3 leavers was fine. Original titan left, and I took over. Immediately killed the tauren, and everyone left. I'm assuming this would have been the case even if I hadn't taken over.

As a side note, I argued with Ben_T and Kappa about this, and even asked Unitil for clarification. The rule about 3 people leaving was ONLY for titans, as stated by all three of the mods. As such, builders are required to stay until 15 minutes unless the person playing titan has left the game and no one takes over.

Now, you could rule that builders may leave after 3 people have left or become observer... but that's not stated.

@Yarragon Let me remind you that the ban request section isn't where you argue rules and how they are enforced, but to report people who violate such. I shouldn't need to remind you of this + the other unnecessary posts you've been making around the ban request section lately.
