He takes the times at 33:28 and not 16:25, unsure as to where you got that time from, 34:33 blue says "Keep the times" with that said it is evident that orange did steal the items breaking rule :
"Do not teamkill (ex. blocking, maliciously using spells, destroying/hiding/stealing/massing items, selling towers, etc)."
The thing is though the item is shareable and not muted, meaning Orange was getting use out of them and you did tell him to keep them after he said he has a ring for you, which even if he did steal your items, he said he was giving them to you and you told him to keep them.
I would still say Orange was being malicious though as this was after an argument and blue did not give him permission to take the items, I would say Orange did break the rules and to be malicious in doing so.

Aside from his toxic language, he took an item that was not his. At this point, I am guessing OP was set on reporting him so he didn't care to have the item back. Also, he took the item way earlier so this was clearly him just trolling.
