I hear you. Maphack is sufficiently common that virtually every time a player makes a legit, good play, someone on the other team will call "maphack." But this guy is mediocre at best. He doesn't make those kinds of plays. He just backs way too often when invis or fogged heroes come toward him, and farms when he knows (but shouldn't know) that no one is close to ganking him, and ganks when he knows where the heroes are and therefore won't waste his time. That efficiency gives him a bit of an edge to win more often than he loses, and to kill more than he dies. He's the kind of guy who would be about 1100 ELO, 55% wins, and 1.1 K/D without maphack.

@bbak I usually start working on the ban-requests from the oldest to the newest, by bumping the thread, you actually make it be reviewed later. Well, unless other mods work with different techniques. I left this un-reviewed so far, thinking nabo. would look at it, because he had reviewed your previous request (but he is extremely busy at the moment). He might have that one in mind while watching this one. Now I probably have to watch both.

Absolutely no reason to do that. Waste bottle and ulti for maybe nothing? I don't buy that.
Also considering the movement on 10:12, I am sure he is maphacking. See below why user gets banned for 1 year anyway, even if not maphacking, which I highly doubt.
