Below is my personal opinion based on the claims above, and what i've found using DRM and watching the replay.

There were a number of vote kicks established that did not go through due to one vote missing.

As this whole situation came up due to the game mode I have put the details regarding that below.

Even though the game mode was not default, refusing to participate/build is intentional game ruin/team kill and is against the rules.

Missing a vote-kick to kick a game ruiner is against the rules.
turkishblood94
Failure to notify the pre-game lobby of your non-default game mode choice is against the rules. Sometimes missing this announcement can cause people to do what you have seen in this game.

• Do not ruin the game on purpose:Do not go away from keyboard for an excessive amount of time, especially without telling other players beforehand, and/or refuse to play the game in an attempt to ruin it. Neither are you allowed to grief by resetting the afk timer.

• If a votekick is initiated to kick a visible game ruiner, all players are obligated to !yes.

• When using a mode other than the default one, the mode setter (red) has to announce it in the lobby before the game starts. Every player must be informed, so they have the opportunity to leave in case of dislike.-
