I doubt this is really a !draw abuse. However, I think this falls under this rule :

Do not threat or mock community members and do not ddos or dox them.

He didn't only mock the players in this particular game, but he also mocked the whole community. He ruined the game experience of all other players in this game, and a ban should follow.
