Votekicks are too close apart, the first one being invalid to begin with. No real way to tell (From the scourge) if blue was throwing, since he was moving around dodging the -afk timer and since everyone was in his level-range at the time of the kicks. Had there have been votekicks later, it would've been grounds for ban.
