I think this kind of thing shouldn't matter so much as long as they aren't doing anything wrong, but that's just my opinion and it is stated in the general rules.

Account policy: Even though Blizzard has allowed usage of color and symbols in accounts as of 2017/02, using any accounts with color (black, white, etc.) and/or symbols (and/or a combination of symbols) which are difficult to read (|, spaces, etc.) are subject to ban by ENT's discretion.

I see you added screen shot photos. If you look and see it only says his character name (Lucifer) there is no actual user name attached to it. Which is why this type of name is not allowed and is bannable.
