red didnt announce pr-mode and just went 4 it + he left the game at lvl 9 when he noticed he cant handle the waves properly
further well the complete enemy team didnt draw, though we had a leave pre lvl 1.

I was in that game too.
PR was announced in the start of the lobby, however after alot of leavers / new players joining the lobby, the mode was never announced again, so the majority of the players were not informed that the game was going to be -pr (including myself and pneis)

My thought is, people leave as soon as they see -pr, so he just stopped writing in to get the game started and pull a quick one on the newcomers, who would likely otherwise have left in the lobby aswell.

not drawing is not an offense, in this case only red should be punished for unannounced game mode.

Funky15 (Red) was dodging a ban, and the username has been added to the range ban topic as of October 11.

With regards to the people that did not vote to draw, it is not a rule to draw unless you're playing in-house leagues. Public lobbies are not required to draw as it is a vote, and a group decision to do so.
