Any further thoughts: Player devilucius says he has to go to allies, asks for a votekick. When he doesn't get it, says he'll just go afk. Goes AFK, but moves hero so often so AFK counter resets and never reaches 5 min. Votekick is initiated two times over 5 minutes and all of sent does not respond to the request until the third time, by then the game is already decided.

After review:

Player [devilucius] went AFK very early in the game and never came back. However, I did not see him do anything after he went AFK to reset the AFK-timer. However, even if he did reset the time, enemy team could see that he was not defending/pushing any lane, that he was only level 2 and that he didn't deny being AFK.

Player [devilucius] should be banned for going AFK.
Players [jigsaw3] and [Xray1820] should receive a warning ban for not voting in 1/3 votekick attempt.
Players [pat.0749], [SunSoul], [Unstoppable] and [ssouss] should be banned for not voting in 2/3 votekick attempts.
