Any further thoughts:
-apprentic3 says in all chat at 27:45 that he is going afk, so clearly everyone knows he's doing it, he sits at fountain til the game ended for another 11-12 minutes.

-the entire scourge team doesn't vote to kick viper who is afk, even though he said he is going afk. Also, i told them right after i started vk that he is sitting at fountain, which was about 2-3 minutes after he went afk.

apprentic3 banned 7 days for 4th offense of afk/failure to defend

No ban for non voters, the afk timer was short when you initiated your VK and you had 9 minutes to do another VK but chose not to.
