Any further thoughts:
He stopped the game 3x in a row with additional game saving after the pausing with the clear intention that somebody maybe drop the game.
There is also an open Ban request for same behavior: viewtopic.php?f=8&t=125299&p=486135&hilit=Pho#p486135
so he should be banned longer!
