On viewing replay...having dagon only as an item is clearly a big troll and the multiple moments of no teamwork and suicides shows that this guy definitely deserves some sort of ban for ruining the game.

I didn't see him intentionally game-ruin but he's rather low-skilled. I'm not sure he knows what he's doing there.

his games are always AP so he prefers using Dagon with intel heroes. Can't ban him for that.

yes, it's frustrating but you gotta learn that some players are not the same skill level as you or others may be.
