In this case it was not possible to decide whether or not it was true what you said.

- You are free to refuse to votekick someone when there is lack of evidence/visible rule violation. However, communicate your decision via all chat, too.

After blue replied in the All chat i decided not to votekick as i cannot see his ressources - he was not leaking.

- If you are unsure that someone on the opposite team is game ruining, ask the other team for clarification via all chat.

We started votekick due to not building, which I confirmed. As you said in-game, he was not leaking, so clearly we weren't kicking because he was bad. You chose not to even after we told you.

Afk had nothing to do with the vk.
We had previously stated to you about his excessive pinging and solo sending both of which i could have initiated a vk against him for. You didnt discuss in all chat with our team regarding this issue you simply unpaused the game in a pitiful attempt to win by leaving said game ruiner present inorder to increase your chances.
If you are going to quote a rule make sure you followed all the steps of the rule you are quoting!

I did unpause as there was nothing more to discuss. I don't want to sit in a paused game for 10 minutes.

Explain to me how i can verify that he was not building when in fact i cannot see what he is doing.

He was not leaking, so how can i verify, through FOW that he is not building? And don't tell me i should trust you blindly, because that opens up for people starting to abuse VK to kick players randomly.

Firstly there obviously was more to discuss. All you said was he isnt afk then you resumed game. We never once stated anything regarding afk. We clearly stated failure to build.
Secondly Both players told you what was happening.
And as i stated earlier it would be bannable if we were to decieve you about the situation.
Thirdly im done trying to explain this to you i will just leave it for an ent mod to review as you cant seriously be so stupid as to not understand what has already been explained.

That was the first time he typed in all chat not even close to all game.
Blue afked/didnt build level 17 a vk was started and not passed blue returned there was no time to start a 2nd vk he built and sent with team after that.
