Any further thoughts:
First game (#19) he seemingly afks at mound fora few minutes. I buy a merchant and we try to kill him to end the game, so he runs away for as long as possible. Annoying, but not technically stalling maybe?
Second game (#20) he leaves mound ASAP and hides for the remainder of the game, pearling every now and then to rub it in.
I am currently in a third game with him (#22) and he is doing it again...
