[DOTA] Are Entgaming skilled players allowed to tell noobs to suicide?

Time of Violation (in-game or replay): the last words he said in game just before the end was telling lina to suicide
Any further thoughts: players like him that rages and insult other players with gross words and incite others to suicide because they are not as skilled ruin to Dota community. I suggest a permanent ban for these invitation to suicide.
