Its hard to pinpoint anything in particular, because he's being careful about it. In all his games, he doesnt say a word, he always stays at most 3/1 before 10, and pushes only 5/2 after 10.
Another report for him which I made when he only had 1 game played got denied because he was taken for a new player.

I've watched his other replays on fast forward and I strongly believe hes not a new player, especially because he knew about the -zoom command, the units he built for level 1 and what units hes building.

Like I said its hard to pinpoint any of his actions as being against the rules since he's posing as a new player.
I suggest watching his replays on fast forward should be convincing enough, as should the allies chat in all of his games but one.

I have watched the replays, but he's not doing anything overtly against the rules. Hes playing really bad, already mentioned what above, and I believe it to be on purpose. Perhaps its not good enough evidence.

May as well lock it I suppose.

PS: Would it be against the rules if I started spamming only tier1s the whole game, while still doing my best to hold and push?

We're not going to have this argument. If he's not game ruining then you need to learn to work with newer players.
