As first i have a question, is the FF-Vote a Teamvote ??? Can 3 ppl decide to end the game even if this game ISNT FOR 100 % lost ???

If iam wrong here just denied this brq, i have reported many times for ff it get always denied. But the rule say this:
To !ff the game must evidently be lost.

This game was for sure not lost, it was lvl 5 we had immo and prolly lose 2 heals but the game was not in this moment lost.
I absolut NEVER ff only when i see its rly lost for example i see 50 leaks on king with 0 heals, so i know we lose and i ff.
