I think you wanted to mention about "Draw Refusal" not "Ban Refusal" , but Draw is not mandatory in 1100+.

I don't know what a ban refusal is but if you are talking about the draw you try to do at around 22min mark, drawing is not mandatory except in LIHL. Denied
