Any further thoughts: He joined and left 4 Times, one of the later times even when countdown timer was at 4 seconds. Thatisclearly delaying a game start.

From what I read it looked like near the end he was trying to convince someone to leave for a friend. Still delaying the game though. Ban should depend upon previous behavior.

He was alone in Team 2 for a very long time. If he wanted a friend to join, or two that would have been easily possible. We had to wait more than half an hour for the game to start.

Thanks for processing. I am playing with two mates lately and we suffer that Kind of Sabotage relatively often. Especially when it's getting really late here, so they hope us to leave the game. If someone is really scared playing against us, it is alright, he or she don't has to, but it don't needs several joins and leaves to find out that you really don't want to Play a game. You always could look who is inside a game on this Homepage and that one even told he is a page 1 Player, so he clearly knows the Homepage.
