Any further thoughts:Opposing team was kind enough to draw, but I think igor2 still deserves a ban for purposefully deactivating all his docks. Even though Braveheart_wins and I tried to help him through out the game, he didnt say anything much. He also did weird stuff like building towers and building a whole new set of docks near the castle.

Banned igor2 for 3 days.

For future reference if someone is new and unresponsive you may kick so long as they refuse to learn or refuse to cooperate through not responding etc.
It is possible to game ruin by being new. In this case, votekick will only be valid if the new player refuses to learn and cooperate.
