After reviewing:

After the mentioned time 20 minutes (ingame timer), it is true zeus was playing more inside base than outside, however he defended when needed and kept using ulti when required - The only situation i could possibly consider was that last one where he bought the quelling blade, but considering the game ended at this last push, and even with zeus they barely stood a chance of defending, i won't ban him.
