Then all east team should kick him with us but they always said no, it was a unfair game til the end.

Bill had just downloaded the map and did not know English. as the rule states. You are free to refuse to votekick someone when there is lack of evidence/visible rule violation. However, communicate your decision via all chat, too. He was told blue had just downloaded the map and we could not kick him for just being a noob because that would be rule breaking. The half value rule he is referring to is for intentionally clogging witch blue did not due. I believe Always_forever dose not understand what intentional clogging is and should not be banned for misunderstanding.
