banned demo random, but..

I banned demo random but still randomed demo.

Too lazy to check that rp, but when you -ban, do it after the vote for a mode has gone through. Like when you see the builders in the ring, that's when you -ban shittybuilder, and then it should work. This is a common complaint with an easy fix.

@Neco Please add some note for people who doesn't know when to ban, would prevent a lot of whining.
