There's a thing called a Range Buffer in WC3 that dictates how far a unit can move while it is being attacked before it "dodges" the attack. It's currently at the default which is 250 (about twice melee range).
One version I tried lowering it to 200 and every single attack the Titan made on a Builder running away missed.
So yeah, not really sure what to do about this one. Blizzard please.

This thing happens in Dota 2 as well. It's unavoidable. Expect to see it in the Dota 2 version as well.
