I 100% agree, this guy is extremely toxic to another level with the flaming, wishing cancer, etc.

The rest of the stuff honestly is just trashtalk and IDC about that. If it gets personal and you start telling people to get cancer or making derogatory remarks about their family, then I'll consider a ban. Also, if it bothers you enough, you can just ignore them.
