Why are you banned: Due PC Game room Shutdown, my computer has been shut down. It was not intentional at all.
Why you should be unbanned: I usually play DOTA at PC game room(kind of Amusement park full of personal computers just for playing games), and there are many computers there. I didn't mean to bandodges. Everytime I start to play dota, I install WC3 again, and play with new account in dozens of computers. that's why my IPs were different. I swear I didnt break any rule for purpose. Sry for that if anyone got offensed. and I won't break any rules.

IPs are the same within the same lan, so that is not the issue.
You can only intentionally dodge by changing said IP address or different location.
