More public hosting improvements

Finally, some cool new features on public hosting!

First of all, you can now see your position in the queue (if any) by typing this command:

!gamequeue pos

So if there's a lot of people trying to host, you can get an idea of when it'll be your turn.

Also, you can now host observer and referee maps with the !load command (!map is still used for regular map files not requiring extra configuration):

Also, donators should be fully functional now. Everyone who has paid will be able to skip the queue. The bot will tell you the length of the queue, say 5, but really you'll be placed at the beginning of the queue so just ignore that message. You can see your real position with the command above (!gamequeue pos).

There's also been an update so that a bot should never be used twice anymore.
