No it's not.

This is just the fixed zoom observers have while spectating, notthing you can change about that value. If you wish to spectate with a different zoom i.e. -zoom 200 you cannot as of now.

It's not possible AFAIK to implement a command for observers to set their own zoom.
What is possible however is a custom command for red to set the desired observers zoom.
