If he does once, I would do nothing but telling in all chat, that they are not allowed to kick me because there is no rulebreak.
If he contiues and try to vk me more then 3 times, I report him after the game for trying to vk abuse.
If I get kicked, I wait till the game is over and report the player who started the votekick for vk abuse.

Be active in brq, as I said above, it's getting full. Help moderator. Stop playing and move on request if you deserve the position. Like burrito said, prove that he's wrong!. You gotta like it though. It will take you minus one hours per day. Me I was doing average 2-4 hours per day on forum (if 4, 3 on request one hour around)

Just with that we could keep it down. Honestly, it's better to do 2-3 request on a daily basis. Than 10 request in one day and leave for the week (unless you gotta do something this week and you wanna help asap before being inactive).
