I don't understand. If you report a post, and a moderator looks at it, then they will see the topic, especially if you report first post in topic.

there is 2 functions: 1 for reporting a specific post and another for a specific topic

phpbb is free and open source, you can download to see the code, I don't think it needs an update just to be specific between post/topic due to hyperlink directs to the correct message..
