Speaking as a former moderator -

In a perfect world, yes, this would occur.

However, because many brq that come in sooner are sometimes easier cases (older cases, in most times, were more difficult and involved to handle quickly and require multiple revisits) are processed much sooner.

Other times, it fell back on myself and the other moderators having other things going on outside of ENT, thus the build up.

Don't get me wrong, this is how it is supposed to operate, but, it is impossible to enforce.
