mac players in dota

Do we really have to play with them? Lately it would seem that they've been breeding like rabbits and I keep on running into them. In arem games, I've played with multiple mac players that swap into void/tiny in order to ensure avalanche and chronosphere don't get casted. If their repick is already used, they typically will play on as a void that won't ult or as a Tiny that won't combo, essentially throwing the game, not to mention that just randoming void and repicking him is pretty much throwing as well.

They know what the problem is and that tiny and void are popular heroes that will pop up frequently in either team. Shouldn't they be held responsible for the harm they bring to their team? Can I report a void that never ults on purpose because god forbid he would just simply drop and get our team rid of his uselessness?
