You're right and that's what we thought, except only the original mapmakers had the unprotected version and they're long gone. Is there a way around this?
Also I still think it would be interesting to check if older version of the maps work.
Otherwise a temporary solution would be to host a different Risk map altogether, such as Risk Next Gen: https://www.epicwar.com/maps/229174/

As the current bot is averaging ~1.5 games per day, I am willing to approve this suggestion for a trial period.
If the bot/map should fail, we can always revert or try out a different map with a new suggestion.
Map has now been changed/updated on ENT.87, and is being hosted on all realms.
We will check into the status of the bot in 2 weeks time to see if the popularity has increased, and if there are any issues with the map that has been selected.
Should you wish to change the map before then, please let us know via a suggestion on the forum.
