Votekick restrictions in LTD

It's really easy in LTD to tell when som1 is afk or throwing game. If votekick could be restricted to players with a value below a certain point and/or afk, I think it'd basically eliminate votekick abuse - and the code is already implemented in dota, so it would be relatively short work.

What values would you suggest? Be specific. If we're going to make any changes we'll need details. I'm actually for this idea, it might cut down on vote-kick abuse.
