First of all, before filling a report, you should always read the general and the game-specific rules. If you did so, you would have realized that what green did was bannable, so Letsduoq did not lie about any rule.

Selling value at any point in the game in order to stall time and gain advantage on a racing level is forbidden.

However, player Letsduoq did solo send on level 13.
