New rule: take 2 hours before reporting

We have decided to embrace jamo 's suggestion that you can only make a report for a violation 2 hours after it happened. This excludes dc-penalties.
Although it may be inconvenient to wait in some cases, we are hoping to reduce the amount of 'rage-reports' with this measure. Thanks again for that suggestion
