After reviewing, it would have been a clear win on 14 if he had sent. The fact that he ignored you shows poor team play in itself. He wasn't able to know that you asked to send 14 which would have been perfect, and instead took his own lead and decided to wait for 15. He saw everyone sending, and rather than taking initiative to send with, he decides to sit there and do nothing but complain about not being heard.

This was an obvious win ruined by one persons actions, and should be banned for ruining the game.

The only one calling 14 was purple, red couldn't see it. Nobody agreed with him, blue apparently wanted 15 also:
saYa-: they will send 15 too
So we got 2 strat callers that can't see each other, teal not communicating at all and blue agreeing to 15. The 14 send came pretty late into the 13 round also and felt a bit forced.

I'm gonna give him a warning for not joining in sending when all 3 teammates sent already, however he was not ready for a 15 send for obvious reasons.
