It goes without saying that a mod's protection goes beyond a simple "random" player, though. With regards to Halp, while he has not flamed donki directly in this game, there is an undeniable past history between the two. I'm not saying Don's behaviour was any good either. Point is, Halp has proved to be a drama queen, often flaming over the top, raging, etc. Not only is his behaviour not acceptable in a league, but I would also have banned him from ENT altogether if the chats I have seen were to be reported.
It doesn't really matter that he has not flamed in this particular game since a) he doesn't qualify for a vouch candidate, and b) his sole presence in game can irritate players. It is also my opinion that hiding behind such a rule would qualify for an abuse of his status. For that reason, I agree with Ace's judgement.
